## Phase North [![Wingates Consultation Plan](https://marketing.harworthgroup.com/hs-fs/hubfs/Wingates%20Consultation%20Plan.png?width=600&height=587&name=Wingates%20Consultation%20Plan.png)](https://harworthgroup.com/wp-content/uploads/2026/09/Wingates-Phase-North-v2.png)

#### *Planning Status*

The Hexagon Park North plot lies within the “West of Wingates / M61 Junction 6” site that is allocated for employment (industrial and warehousing) development in the [Places for Everyone Joint Development Plan Document](https://www.greatermanchester-ca.gov.uk/media/azeptwds/places-for-everyone-joint-development-plan-document.pdf) (site reference JP-Allocation 6).

Development is to be guided by the [West of Wingates Strategic Masterplan SPD](https://www.bolton.gov.uk/downloads/file/7789/west-of-wingates-strategic-masterplan-spd) where it lies within the zone identified as Phase 3.

#### *Development Proposed*

This application shall seek outline approval for **a building (or buildings) for industrial or storage/distribution use** with associated service yard(s) and car parking. The arrangement of the layout and design of the building(s) is not proposed for approval at the outline stage – this shall follow any grant of outline approval at a future ‘reserved matters’ stage.

The application shall also seek full approval for the works to create the **development plateau, new access to Dicconson Lane, sustainable drainage basin and landscaping/planting** around the fringe of the site. This includes elevated earth bunds and substantial tree planting to screen the building(s) as shown on the plans.

As the details of the plot layout and building design are not confirmed at this stage, a [‘parameters plan’](https://harworthgroup.com/wp-content/uploads/2026/09/21383-3-THP-3N-XX-DR-A-1005-P03_Parameter-Plan_1000_A1.pdf) sets out the **maximum scale and extent of the building(s)** that could be proposed for approval at the ‘reserved matters’ stage. This shows a maximum building height allowance of 20m in the central part of the site, reducing to 15m towards the Dicconson Lane and Chorley Road frontages.

An [‘illustrative layout plan’](https://harworthgroup.com/wp-content/uploads/2026/09/21383-3-Wingates-Masterplan-1010-P01-v2.jpg) is provided to show *an example* of how the plot could be developed in accordance with the parameters plan. Alternative layout arrangements and building designs could come forward under the outline permission.

#### *Development Benefits*

The primary benefit of this development is to provide a **high-quality industrial building** to assist the growth and modernisation of businesses. The building will target BREEAM 'Excellent' accreditation.

The development will be accessible to both existing local businesses and new businesses starting-up or relocating into the in the Bolton and Westhoughton area.

This facilitates **inward investment, job creation and economic growth**. It is estimated that a development of 17,500 sq m in industrial or storage/distribution use may typically accommodate 270 jobs. The broader economic impact of such a business is estimated to be around £18m GVA.

The construction phase of the project will also generate a significant local economic impact estimated to be around £15.3m GVA via the use of local contractors and suppliers.

The project will support the development of skills and education through engagement with local education and employment bodies and provision of apprenticeships.

#### *Avoidance and Mitigation of Impacts*

The planning application will include assessment of all potential impacts of the development on the local area, for instance including highways, noise, visual, flood risk, trees and ecology.

The design and parameters proposed have been developed specifically to avoid or mitigate potential impacts, including:

- Development area restricted to exclude and **ensure protection of trees, hedgerows and habitats** at the site boundaries (excluding location of access);
- Landscape planting scheme to achieve a **net gain in biodiversity** of the site to mitigate the loss of the grass/field habitat.
- **Development plateau set back** from the site’s boundary with adjacent dwellings and premises on Chorley Road to ensure a minimum distance of 55m to any new building(s).
- **Height of buildings limited** to mitigate visual impact (whilst meeting market requirements for industrial buildings).
- Creation of **elevated earth bunds** to the site fringes to enhance the effect of landscape planting in screening the development.
- **Close-boarded (acoustic) fencing** where required within landscape scheme to reduce noise outbreak.
- Access arrangement to **support movement on foot, by cycle and public transport, and electric vehicle** charging provision to reduce effect and emissions of vehicle use.
- **Sustainable drainage** system to attenuate surface water to existing greenfield rates and avoid impact on local watercourse or increase of flood risk.
